ChatGPT and Codex will share one usage limit from December as Work moves into chat

OpenAI plans to fold the agent features of ChatGPT Work into the regular ChatGPT chat. From December 2026, ChatGPT and Codex will also share a single usage allowance. Whether that means more or less headroom for heavy users is still unclear.

What's happening

On November 1, 2026, OpenAI announced that it will fold the agent features of "ChatGPT Work" into the regular ChatGPT chat. In December, it will also merge the usage limits for ChatGPT and Codex, the coding agent that Work is built on. According to ITmedia, OpenAI product lead Tibo Sottiaux had already said on X on October 28 that chat and Work would be merged in 2026.

Chat and Work together

According to an email seen by BleepingComputer, OpenAI will first test a combined chat-and-Work space with a small group of users over the coming weeks. You'll be able to go from brainstorming straight to execution without switching modes. OpenAI's examples: connect files and plugins, then have ChatGPT build a website, create a presentation or get things done on the web while you follow along. Codex remains a separate interface in the ChatGPT desktop app.

Shared allowance

The change affects the Plus, Pro and Business plans (according to the help page, as summarized by a blogger). So far, only some agent features such as Codex and Work have shared an allowance, while regular chats ran separately. Usage is measured in tokens, which are small chunks of text. Stronger models and more demanding tasks use more. "Instant" replies use none. You can see your remaining allowance and reset time under Settings > Usage. When you hit the limit, you can wait, switch plans or buy credits for the relevant features. According to the help page, OpenAI expects that most users won't have to wait for resets more often than they do today.

Open questions

Concrete numbers are missing: how large the shared Plus allowance is, how much individual models and reasoning levels consume, whether the reset cycle stays the same, and which day in December the change takes effect. A blogger on note.com who uses ChatGPT for planning and Codex for implementation worries that the two will now compete for the same budget. According to Cryptobriefing, Plus and Business have a 5-hour limit while Pro doesn't, though Pro may have weekly limits; how these interact is unclear. Cryptobriefing also mentions the switch to token-based billing on April 2, 2026 and earlier adjustments. The source partly relies on "Research," so treat the details with caution.

Our take

For developers who mix chat and Codex, a shared pool is more convenient, but it could eat into the chat budget. Without numbers, there's no telling whether this is a downgrade or an upgrade. The doubling for the Pro plans doesn't apply to Plus. If you build workflows around current limits, expect further changes.
